That works for snippets tied to specific tags, but not for things like tag#id. jps has said that it's due to regex keybindings not yet being implemented yet, but he's going to be using a different method to handle them in ST2.

You're using the wrong name. It should be ctrl+super+alt+right_bracket. See the default key bindings file for more examples.

And of course it would be nice if we could control the color of the border through the color scheme.
