Keep files open at all time.

I'm using a 3 pane layout with one main editor group on the left and 2 horizontally split groups on the right. In the bottom right I have my notes and would like to preserve these open files at all time.

Is there any way to do this? Can I tell Sublime to open certain files in a certain group by default?
