Project switcher should be accessible all the time

The project switcher only appears when a file is open. It should also be available when you have no files open.

"Switch project in window" is always available, whether you have a file open or not?

"Window/Switch Project" it's always available, but "Window/Quick Switch Project" is not.
It's available only when there is at least one open/blank file. (at least on Mac OS)
