Add plugin support for manipulating the minimap

It'd be great if plugins could affect the minimap similarly to Regions, or maybe even Phantoms. It's a bit silly to have to inject ASCII art into files for a better bird's-eye view on the minimap :>

Isn't this a bit ridiculous..? :>
I wish I could just inject some specifically crafted comment, like, <SUBLIME-LABEL>membership</> or something, and have it show on the minimap as a label.
