I don't know if it it theme-able or not, but I checked all the default themes and the scrollbar's marker/indiciator (the little graphic that shows you were you are in the page) is so dark gray, that I cannot distinguish it from the black of the scroll bar. It is unusable to me unless I put my face 1" from the screen to make out its location. Similarly, I find the dark tabs in the dark themes to be really hard to distinguish, so I stick with light themes for that.
